› Outgoing pagerank link value

Most people are aware of the Google Page Rank system that rates a page in 1-10 in order of "importance" of that link on the web, the thing i have not been able to find is an easy method to calculate the outgoing link value of a given page, that is, the value of the "vote" a link from that page will give an external page.
Often people will try to sell you a link on a page, but if that page is something like PR8 - and has thousands of outgoing links, it's not going to mean much for the page you're trying to promote, and google recommend you dont deal with services that try to sell you pagerank value, it's a quick way to get your site canned and possibly your adsense too!
